HP-UX 11i v2 (11.23) or later is supported with Oracle 10g.

Which means that I can Install Oracle 10g on HPUX 11.31..
Please correct me if I am wrong.

"Starting with Oracle Database 10g release 2 (10.2.0.2), in addition to the supported operating systems listing in the installation guide, HP-UX 11i v3 (11.31) is supported."

SolutionOracle does not certify that way.
They are stating their intent to make the database work on later OS releases of HP-UX.
This should not be interpreted as certification.
Oracle sometimes has to do patch releases to make their product run on new Operating systems.
Until and unless 11.31 specifically shows up on their support matrix you must assume it is not supported.
I happen to know however that 11.31 does appear on the support matrix for 10g database server product.
So, you can't assume anything from page 30 of this document, however if you check metalink you will see the promise Oracle made in this document has been fulfilled.
