Hope this is the sequence ,though i;vent tries that.
1.boot the machine
2. Interrupt at the ISL prompt
3. Hpux -is
4. use the password command .
This is for untrusted machines

Why do you want to set the password in single user mode? did you for get the password?
Just interrupt at the ISL prompt. then do a hpux-is. Then do a passwd at the prompt.
