Passwd file not getting modified

Dear Experts,

Kindly check below strange issue. unable to create user nor usermod, error "/etc/passwd file does not exist" but file already exist.
HP-UX version : 11.23
model :ia64 hp server rx6600
Able to vipw & try to rename the user but not successfull.

hostxxx::root>usermod -l newusername oldusername
/etc/passwd file does not exist
hostxxx::root>useradd -m -u 10000 -g 301 -c "test user" -s /usr/bin/sh test
/etc/passwd file does not exist
hostxxx::root>ll /etc/passwd
-r--r--r-- 1 root sys 5273 Apr 11 13:57 /etc/passwd
