Poor app performance - RPC timeouts, etc.

We had to power down the building for soem hydro work and after bootup of our systems, users started complaining about performance from both the application (clearcase) as well as simple copying from across a nfs share to another host. From the app perspective it complains about RPC timeouts.

Our network guys addressed a few issues that noted in their spanning tree however that only made a slight improvement. No changes were done on the server other that a reboot.

In trying to resolve this issue I've swapped the NIC card and cable but to no avail.
Running HPUX 11i pathed up to June 2009 support bundle.

I've looked at netstat, lanadmin, etc but have not been able to determine the cause or our problem. The network guys keep saying is a application layer problem which I disagree.

Our NIC and switch is set to 100FD, manual with not errors, etc..

Can anyone tell me if the the netstat info looks ok? Any other suggestions of what to look at? I stll suspect its a netwrk switch issue.
