Probelm with pam_chauthtok function

Probelm with pam_chauthtok function

I am using pam to set a password on HP machine

I am using function pam_chauthtok function

on B.11.31 it works fine.
on B.11.23 it return
PAM_AUTHTOK_ERR
Authentication token manipulation error.

Does anybody know why?
