Let's say you install a 2008 version of 11.31 - the patch bundles (included on the media) will be installed too.
But you are not up to date in this case.
You should download and install the current and latest bundle.

Is this based on your earlier thread, here?:

If so, see the responses there. If not, and you are asking if a cold-install using 11.31 media gives you the QPK from September 2008 and should you refresh this, then, "yes" you might want to complete your installation with a download and install of the latest (September 2009) bundle.
