HOW TO ADD USERS WITH LOGIN NAMES WHICH ARE FULLY NUMBERS THRU SAM ?
& I DONT WANT TO USE THE PASSWORD FILE .

the answer is :

you can't. or at least not with SAM and not with difficulty.

otherwise a conflict with UID will arise.
you COULD edit /etc/passwd directly, but many commands will just not work.
Why not add one letter to each logname ?
do what you can. don't if you can't.

If you succeed in adding user IDs that are all numbers, then be prepared for problems with shell scripts, printing, email, and the list goes on. Unix depends on user ID's to be fairly obvious (lowercase, alphanumeric, no special chars, start with alpha char). While you can force the userID in /etc/passwd wo any value, be prepared to troubleshoot numerous (and obscure) problems.
