SSL connections not allowed - ceiling

We are running an application that uses telnet or SSL to communicate to the application internally. We were using telnet and after setting the kernal parameters properly everything ran ok. I setup the application to use SSL and it lets people login until it hits some limit and refuses to allow any others to login. I don't know anyway to tell what that limit is. Anyone have any idea what to check?
