The OS has exhausted the sockets /ports

Hi

Recently we had issue with Oracle R12 running on HP-UX 11.23, we were not able to do tnsping and also not able to open any X Windows terminal on this server , We got following error when we started the oracle listener 

"HPUX Error: 227: Can't assign requested address"

Oracle support came back told us to increase the socket range by tuning the parameter  "tcp_smallest_anon_port limits"

My question is how to monitor thru HP-UX  number of open sockets/ports ? .
