Too many users

On one of our workstations, we frequently get this message when we try to log in:

"Too many users logged on already.
Try again later."

What is this, exactly?
What can we do to to get rid of this?

If licenses are covered (lmf); check to see if your licenses cover CPU(s)

I did not realize that the as-installed licensing only covered 4 users. After registering OSF-USR from our campus PAK distribution the problem was gone.
