Is there any other way to remove? can i remove it in single user mode?

So why ask in this Linux forum?
It might help the non-psychics in the
audience if you showed the actual command
used, and at least some of the actual error
messages.

Probably not with any more success.
Dependencies are dependencies, regardless of
which state the OS is in.

You can remove software from sam or
#swremove -l fileset Apache*

I worked on it and found, to remove HP web server 2.20(Apache 2.0.59) need to remove the following using swremove command step by step
hpuxwsWebmin
hpuxwsXml
ParMgr
hpuxwsTomcat
SysMgmtWeb
hpuxwsApache
then install HP web server 2.16 (Apache 2.0.58)
It worked successfully on my server.
