Checkout this links:
This explain the upgrade process from 11.23 to 11.31:

- 11iv3 upgade process from existing system:
http://h20338.www2.hp.com/enterprise/us/en/os/hpux11i-v3-upgrade-process.html

-Why 11iv3: & the features:

-Also remember to run the msv2v3check script on 11.23 to determine the pre-requisites for 11.31 and other requirement. Check the mass-storage compatibility guide and server compatibity guie for 11.31 before upgrde.

Re: Upgrade from B11.23 to B11.31

Shalom alex1982,

Experienced systems administrators will tell you:

1) Do not use update-ux. Do a cold install and then re-install all your applications.

2) Take an Ignite backup before you start, in case you need to reference configuration files.

Output from the model command will be helpful in providing further assistance.

Re: Upgrade from B11.23 to B11.31

Or better still, use DRD to clone your running OS, then update either the origional or the clone. If it all goes wrong, you can simply reboot to the other copy withoput having to re-install from your ignite recovery copy
