Volume group mount problem

After rebooting, my volume group will not mount unless I do a vgchange -a y on each volume group.

Set your volume group to auto-activate. Set it in /etc/lvmrc file.

what is AUTO_VG_ACTIVATE set to in /etc/lvmrc?

If 0, maybe you have custom activations - IE in a MC/SG envoironment.
