Vpar console is not getting

I facing issue with vpar console.
We have Supuerdome SX 1000.
Configured with two NPARS,NPAR0 and NPAR1
Bothe the NPARs ,3 vpars are configured.
In NPAR0 I am able to all vpars using Control+A.

But in NPAR1 , ia mable to get he npar console ,but vpar console is not getting using control+A.But all the vpar is up,able to ping and telnet.

Can any one help on this?

No console via Ctrl+A,
If am not wrong, to have the console, we need to have unbound/free CPU available
