Hi,
Configuring Samba depends greatly on the environment into which it is going to be installed, and how it's going to be used. You're unlikely to be able to get a definitive answer from a forum unless you supply a lot more information.
Tru64 has an FTP server built in. You'll probably get more configuration details from the man page.
# man ftpd

It depens of what you want to do. FTP is enabled by default in tru64, root login is not allowed by default, see /etc/ftpusers.
If you want to do something more complex, like chroot your users, you should install another FTP server, like WU-FTPD provided in the Internet Express CD.
