Hi Arun:
This is not true if we use the phrase "trusted system" in the sense of "classic" HP-UX -- i.e. before its implementation of the shadow password file. See:

You need to configure, how and when the accounts got locked/deactivate.

NOT TRUE,!! than there is no point of converting the Server to trusted system ..:)
Once trusted system, User account gains more security settings,
Example:-
password expiry,
passwd length,
unsucessfull attempte not allowed 3 tries
