Re: booting so long due to some error message
The error message is from the bind() system call, not from the Berkeley Internet Name Daemon (BIND).
man 2 bind
So it still might be from named, but to be honest could be from any network daemon.
As Torsten said, the original poster needs to look at /etc/rc.log and see after which startup script the messages started appearing... although the fact they seem to be appearing *before* the first startup script (Configure system crash dumps), and that they are being written to the console suggests the error may be being generated by something prior to the rc script... I would look at 2 things:
1. Anything started out of /etc/inittab it would be interesting to see the output of "diff /usr/newconfig/etc/inittab /etc/inittab" - there will certainly be some differences, but it would help us home in on any "Non-standard" entries.
2. A script left in /etc/rc.config.d/ by accident which is causing this - simply running "sh /etc/rc.config" will tell us if there is a problem there - it should just return nothing, as all the files in /etc/rc.config.d/ should just be setting environment variables and nothing more.

Re: booting so long due to some error message
Possibly, but in that case would we not expect to see the first "bind() failed: No such file or directory" message _after_ /sbin/rc had written out the "HP-UX Start-up in progress" message?

it starts before the

Suggestion:
capture the *complete* boot!
Hope this helps!

Re: booting so long due to some error message
If you are susspecting DNS / DNS related scripts ,not a bad idea to reboot server without LAN connectivity and check
Recheck the rc scripts
