cannot acces configuration report

our system (tru64 V5.1b Pk3)displays the system management homebage.
but when trying to access the Tru64 configuration report we get a "403-error"
You don't have permission to access /syschktoc.TPL on this server.

I recreated the config report from a telnet session (/usr/share/sysman/bin/runsyscheck)
but no improvement.

the file protection looks fine to me...

also the link from /syschecktoc.TPL to above file seems ok.

Any hints what oher permissions to check ?
