Check your connection again.
Then do insf -e or insf -C tape
then do ioscan -funC tape

ioscan with the u uption does not scan hw.
use ioscan -fnC tape. then do insf -e.
also check stape driver from kernel drivers in sam.

as i have searched for the support matrix of that card , i have found that it doesn't support connectivity to an external tape drive.
