Beginning with 11.31, trusted implementations are deprecated. Use the shadow password file available with 11.11 (as a product add-on) and intrinsically found in 11.23 and 11.31.

The biggest difference:

With NON-TRUSTED systems, all encrypted passwords are stored in the /etc/passwd file.

With TRUSTED system, all encrypted passwords are stored in files in the /tcb/files/auth directory structure.

Hi:

A trusted (deprecated) implementation or a shadow password file stores the encrypted passwords in lieu of '/etc/passwd'. Since '/etc/passwd' must be readable by _any_ user, and since the classic encryption of passwords is easy to crack, non-trusted systems are vulnerable.

The trusted database or the shadow password file does (should) not be readable by normal, non-root users and hence is intrinsically much more secure.
