/etc/init.d and network restart

If i create a vlan or make it part of bond0 and try service network restart the vlan ip does not come up, the script is placed under ./etc/init.d. But when i reboot it works. I thought the service network restart is similar to rebooting(for interfces) apparently not. is there something extra i have to do to make service network retstart recognise the vlan? Env. RHEL 5.7

Does the same happen when you use ifdown bond0 and subsequently ifup bond0?
