ftp 530 Login incorrect

users get above message but can telnet, ssh, etc.
Checked /etc/shells, etc.

error 530 means "login incorrect" or "user not logged in".

various reasons:

wrong combination of user/password,
user not allowed to access,
ftp is anonymous only,
and some more

Have a look into your ftp configuration.

that's not the issue, use correct user ID/passwd ONLY ftp doesn't work.

Ensure the users are NOT listed in the ftpusers file.

Can we assume the user gets this from a manual login and it is not coming from a script?
If this is from a script, post the ftp login portion.
