If you absolutely want nobody to find this drive with an ioscan and whatever method you can think of, the only guaranteed way of doing this is to unplug the interface cable. Otherwise, it will be found and used by someone who knows enough hpux to make it so.

If you just want your users not to use the dvdrom, I know this is not a good advice but you can delete the device files associated with this dvd drive (the cXtXdX files) and unless someone has root capability on this system, they can not run insf command to recreate them and without the device files, nobody will be able to talk to the device.

@SEP: My guess is, he does not want anybody to install software r request him to load this or that dvd to the drive :) In the past, I sometimes wished my machines did not have optical media drives, not lately though, since people learned to upload their own files and use them as CD's and what-not.
