Re: increasing physical extents size
Over the years LVM has progressed in allowing to change certain attributes that were normally not modifiable after inititalization of the VG with vgcreate. Now in terms of optimization and table representation modern LVM itself has inbuilt features which actually tell you the max PV's max PEs etc depending on if you have renumbering or not whenever you undergo a DLE or DLC from the storage side.
The popular terminology "cast in concrete" is very apt here and Max PV, VGs and maximum number of extents are very much in the category of modifiable which is put into effect by the useful command called as vgmodify.
However, the physical extent size as of my knowledge is still very much a "cast in concrete" attribute making it fixed once the vg has been created with the command vgcreate. So the entire gist of it would be an answer telling you that this is_not_possible. Don't forget to assign points.

Re: increasing physical extents size
yes, it definitely is. However, you need to re-create that volume group for this, which is a offline method. For this, you might need some temp-storage to store the data in-between. If it's about vg00, you should take an ignite backup and restore it with larger extent size.
Unix operates with beer.

Yes, ignite is always an option. However, I was highlighting one of the limitations of an existing VG in LVM as the question mentions "physical extents existing size".
