Some kernel parms are now dynamic and you no longer need to make a new kernel.
Of course you could use sam to decide whether a kernel is needed. And patches will automatically figure this out.

its depend on the os, but you could use SAM,
to be sure, there is step by step procedure.

You can change kernel parameters using SAM.This utility will automatically rebuild kernel with prompt.
