Does changing the kernel parameter maxuprc on HP-UX 10.20 require a reboot?

Yes. HP-UX 10.20 has no dynamic tunables.
If it ain't broke, I can fix that.

Neither does 11.0.
They were introduced in 11.11 (11i)

You could be right Jeff, but I could have sworn a limited set of dynamic parameters were introduced in 11.0 and 11i merely expanded on them!

For 11.0, I believe the plan was to have dynamic parameters (SAM has a 'type' column) but all the parameters in 11.0 are listed as static. kmtune for 11i has a column for 'dyn' but 11.0 kmtune does not.
