migrate userID from 11.00 or 11.11 to 11.31 doesn’t work

migrate userID from 11.00 or 11.11 to 11.31 doesn’t work
- /tcb/files/auth, /etc/passwd, /etc/group, /home
* are we suppose to re-create the userID one by one when we migrate to the itanium system with the new O/S?
