There is no such thing as normal.
The answer depends on how many processes/applications and users you have using them. It also depends on application design.
It is possible for a system to have a high load average and still function normally.

There is no 'normal' load .
It is depend upon what type of application you use ,which application or how many application.It totally depends.There is no normal.
Use top ,glance sar to see your performance of server.
