not able to telnet to hpux 11iv3 machine as root user

Hi,

 

I know its insecure to configure hpux machine to connect remotely through telnet as root user. But for my project requirement i need this kind of arrangement.

 

I am not able to connect to hpux machine (hp-ux11iv3) as root user.

Verify file called /etc/securetty
