To roll-back a patch, use 'swremove
This will remove the patch and restore the previous fileset state assuming that you didn't commit the patch or use '-x patch_save_files=false' when you originally installed the patch. In these cases, patch removal can't occur because the rollback information isn't available.

As said non-commited can be removed by using:
# swremove
By default during patch installation, SD-UX makes rollback copies of all
files under "/var/adm/sw/save" directory structure.
To remove committed patch say PHCO_20765:
1. Ensure that patch say PHCO_22044 is installed. If not, install it.
2. Restore /var/adm/sw/save/PHCO_20765 from backup.
3. Run 'cleanup -s' to modify the patch state so that it will be
modified to either "superseded" or "applied".

PHCO_22044 is for 11.00 HP-UX Patch Tools so is only valid for 11.00. Same with PHCO_20765.
I assume these IDs are only examples and PHCO_22044 wouldn't be needed for later OS versions. Note: PHCO_27779 is the last patch in the family:

If the swremove of the patch fails, read the message carefully. Do not use any options to force removal of the patch.
The previous posts list the patch you may need to install and any dependencies. It is important not to ignore dependencies.
If the patch you want to remove has other patches dependent on it, they will have to come out as well.
