how can inhibit an ftp user, to create a directory?

Shalom,

If a user is permitted by not being in the ftpaccess file then they can create directories.

You can with permissions deny them write access to the directory and prevent creates. That would also prevent them however from posting or uploading new files to the server.

Yes You can, Check below Thread,

man ftpd:
~ftp/pub)
Create a subdirectory in ~ftp/pub with the appropriate mode (777 or 733) if you want to allow normal users to upload files.

You will have to specify -u umask to let the user create a dir

Johnson is correct *IF* you are talking about Anonymous FTP. For a specific user, you may be out of luck
