Like

Reinstall filesets even if same revision exists
Reinstall files even if same one already there
Allow installation of lower version than current

SUDHAKARA H.R. and josinjosek , I tried setting those options but it didn't work either.

I noticed that the GUI looks different in this server, comparing with other servers here, and I'm using the same command line in both. Perhaps that's an indication of the problem?
