I opened this file. it shows that
# vi /etc/default/fs
LOCAL=vxfs
Pls explain me what is the purpose of this file.

In case you don't specify it a filesystem will in this case default to vxfs which is a trimmed down licensed version of Veritas Journal ed File System.

in this directory file type is mentioned that will be default, if some one did not mentione the fs type while running the command like newfs etc. there it will take default vxfs,

Purpose of /etc/default/fs is
default file system defined at /etc/default/fs.
It means, when you are creating a new filesystem if you do not provide any fstype default fstype specified in the /etc/default/fs will be used.
