I'm not sure what it would mean. I have never been asked to "refresh" a VG.

in which context?
It could be:
- standalone context:
# vgchange -a (y|e) vgname
to update the status of some PV if they were unavailable
- cluster context:
# vgexport/vgimport
to update the lvm config of a vg that was modified in another node.
