restricting the client pc's from logging in as root

hi guys,

i want to know can we block some pc's (clients)from which we don't want the users to login as root into HPUX servers.This is the concept ,generally implemented in wireless by MAC Filtering means.likewise can we block specific macs to restrict the superuser login.
