Paul,
First thing to do is check you are actually on a 'supported' configuration.
It would help if you'd post some details on your config...
1) Type of FC card in rx6600 - it's driver version and it;s firmware version
2) Type of FC switch between EVA and host - and its firmware version.
3) Version of XCS code running on the EVA.

Found the problem. Apparently when I was making notes the last time I had to configure zoning, I left out the part about adding the zone to the config. That's what happens when you reconfigure this stuff less than once a year. Thanks everybody!
