will sysconfig -d ipc only show the text in /etc/sysconfigtab or the actual current configuration in the kernel?

You can use:
sysconfig -q ipc shm_max
Also, you can check the shared memory usage with:
ipcs -a
sysconfig -q ipc shm_max
