snmpd.conf empty
I want to set the community string from public to something else. The problem is when I open the snmpd.conf file it was empty. Why this happened? Can I copy the same files from other server with same spec?

Where is the snmpd.conf file and for which snmp product? The HP-UX supplied one is in /etc/snmpd.conf which is a symbolic link to /etc/SnmpAgent.d/snmpd.conf. Check if these are in place. There is also an open source snmp package that comes with internet express and is available from HP as well. This one installs under /opt. Other open source snmp packages may install under /usr/local.
Yes you can copy it from another server and set it for this server as you need. You should also check the integrity of the snmp package in case something is wrong with it.

/etc/snmpd.conf which is a symbolic link to /etc/SnmpAgent.d/snmpd.conf.

swlist -l fileset OVSNMPAgent
swlist -l file OVSNMPAgent
If averything else is there, you can copy the file from another server. I don't think anybody can tell you how the file got deleted, maybe a typo during editing the file, or accidental deletion by the administrator.

BTW if I want to copy from other server should I put in /etc folder or /etc/SnmpAgent.d

The filesets look like they are in place. Did you check the files? You don't have to post the long file listing.
