SolutionPlease check if ping or tracert or some other network connectivity works, also if the server 50.50.50.4 is behind a firewall, it may not be possible...

I don't think so. Normally, "Connection
refused" means that you can communicate with
the other system, but it's not offering the
requested service.

Which one? The right one (remote sshd not
running) or the wrong one (remote server
down)?
