cu need to run oracle in rx5670 hpux11.23
with 4G physical memory and 4G swap
but now the utility rate of swap is more than 85%,do you think i need to expand swap

No, you probably need to expand RAM.
One thing to check initially though -- What is the setting of dbc_max_pct? For 4GB of RAM, it should ideally be 15 to 25 (600MB to 1GB of RAM for buffer cache).
If it is the default of 50, you definitely need to reduce it.
If you could post the output of 'swapinfo -tam' that could be a help as well.
But my first reaction for an Oracle machine is to expand RAM significantly. 4GB is really not that much any more, especially for Oracle.
