According to manuals you (re)enable them in BIOS.

You need to look at the SEL and SDR logs to figure out what happened to cause them to go offline in the first place. Some of the low-level utilities are descibed in the links below:

From the User Guide:

"Fault Resilient Booting (FRB) Setup
Fault Resilient Booting (FRB) allows a multiprocessor system to boot in case the bootstrap processo
(BSP) fails.
FRB3 Timeout
FRB3 refers to the level of FRB in which a timer is started at system power up or hard reset. The
BIOS stops this timer in the power-on self test (POST) by asserting the FRB timer halt signal to the
Bus Management Controller (BMC). If the timer is not stopped, the BSP is disabled, the system is
reset and another processor becomes the BSP.

I assume you know that 11.22 isn't supported?
And wasn't when I asked you that almost 3 years ago.
