in ioscan output it's show as
10/0/15/0.0.0 unknown HP C1537A
please tell me how to create device file for tape.

Torsten is right, you need to enable the "stape" kernel module to static and it may take a reboot.

First run
#kcmodule stape
Will give u output something like
Module State Cause
stape unused
Then give
# kcmodule -h stape=static
-h will hold the changes till next reboot.
