udp ports

Why does cmanicd listen on all interfaces while another LINUX server does not
netstat output
udp 0 0 0.0.0.0:37610 0.0.0.0:* 11489/cmanicd
Second LINUX server
udp 0 0 127.0.0.1:25393 0.0.0.0:* 5084/cmancid

Why is the first server listening on all ports while the second server is only listening on the local interface

These are NIC (Network Intercafe Card) agents, running for management.
