uerf vs. DECEvent vs. Compaq Analyze
I understand uerf should not be used to decode the binary errorlog on some systems, depending on the type of hardware, and either DECEvent or Compaq Analyze should be used instead.
If this is so, how can I tell which one should I use for a particular hardware?

Use uerf. For most device events, and older cpu events, it is adequate. If not...
Use DECevent. For even more device events and some more recent cpu events, it is adequate. If not...
Use wsea (formerly Compaq Analyze).
The tools are also listed in terms of [my perceived] difficulty in installation and speed of operation.
