I can tell you one of the main differences:

 

11.23 is still supported (until end of 2015), 11.00 is unsupported since 2006.

You can look at the Release Notes for 11.11 and 11.23 to see the differences.

One change is kctune(1m) vs kmtune(1m).  More dynamic kernel tunables.
