why does /etc/useracct/utmpd_read has world writable perm

why does /etc/useracct/utmpd_read has world writable perm

hi
on my system i have this file with world writable
root@milano:./useracct # ls -l
total 16
-rw-r--r-- 1 root root 4 Sep 18 15:24 utmpd_pid
srwxrwxrwx 1 root root 0 Sep 18 15:24 utmpd_read
srwx------ 1 root root 0 Sep 18 15:24 utmpd_write
root@milano:./useracct #

but the other does not,
im aware of the utmpd is part of maintaining the account database but is it possible to change that this file is created with ww. Or is there a good reason for it to have those settings.
