Thanks for the details, you have HPSIM 7.1 u2 installed already with all latest updates shipped till now.
It is strange that globalsettings.properties are getting recreated everytime you restart the HPIC server.
Please raise a case, so that we can help you more on this.

No.
We changed the entry in the globalsettingsupd.tpl. Now it works (for a while). But it is just a workaround.
I didnt find any option to open asupport ticket. Unfortunally we haven't any support contracts for HPIC.
