1705 SCSI BUS LOCKED with TL891 DLX

We have a Prolaint DL580 with a Compaq 2 port Diff SCSI card.
When I connect my new 2 drive TL891 DLX mini-library, and boot the server the system is halted when the server scans for SCSI devices.

Error 1705-SCSI BUS LOCKED / SYSTEM HALTED.

I have re-chechecked al lthe cabling an it looks ok to me. Host to Library(connector 1), then 2 loop cables(2-3 & 4-5), then a terminator( connector 6). What is the BIOS error 1705 Could this be a DOA?
