1U rackmount kit Power On issue after power fail (no latch switch?)

We have a couple of 1U rackmount kits for Ultrium/Storever drives with each one Ultrium 448 SAS drive installed (we purchased the drives and rackmount kits seperately). They work fine but if the power is removed and restored the unit stays in standby and doesn't stay in "last state" or "always on" which is not good. Reading the quickspecs at page 4 it is written that this rack kit should have latch switch capability (I guess they mean that logically they will maintain the last state as the power on is a push button) though I fail to see how to enable it. The 1U rackmount kits are a few years old so maybe the PSU specs have changed over the years which would explain the difference.

Does anyone have any further info on the matter?
