C1557A and 3.5'' drive

I have a HP NetServer E 45 with W2K Advanced Server (Service Pack 2), my backup software is ARCserve2000 (Service Pack 2), with a HP SureStore DAT24x6 external. I can't see the 3.5'' drive on W2K, but if I start the system with a boot disk (Win95, Win98) the floppy disk is working.

I'm using the HP drivers. Not the Qic117.sys.
